Recombination cooling coefficients for HeIII -> HeII, Case A scale as those of HII -> HI via: βAHeIII(T) = 8 * βAHII(T / 4)

The factor of 8 comes from the factor Z from the relation αHeIII(T) = Z * αHII(T / 4) and the fact that in the relation \beta \simeq \mathrm{k}T \alpha, the T in the kT should not undergo the transformation T -> T/4.
